The University Business School, Panjab University in collaboration with Department of Political Science and ICSSR, NWRC, Chandigarh organised a special lecture today at UBS auditorium on Russia-Ukraine conflict and the Global Energy Security Challenges that have arisen in its wake.

Ambassador Sanjeev Arora, former foreign secretary, Ministry of External affairs, Government of India delivered the lecture. He considered the conflict not only as the most serious geopolitical and security challenge for Europe since World War II but also having significant, multidimensional and far reaching ramifications for the rest of the world. As the war rages on nearly one year after Russia invaded Ukraine on 24 February 2022, the humanitarian tragedy continues to unfold.

The conflict has brought back spectres of cold war and nuclear blackmail, and reinvigorated the discourse on the inefficacy of the institutions and mechanisms of global governance in the pursuit of greater peace, stability, security and prosperity. The war has also further exacerbated global economic and developmental challenges, threatened food security in countries far away from the theatre of war, caused upheavals in energy markets and adversely impacted the economies of both global north and south. While Ukraine has been one of the biggest exporters of wheat, Russia has been the second largest exporter of oil and natural gas after South Arabia and USA respectively; it has been the number one exporter of natural gas and third highest exporter of crude oil after Iran and Qatar.

The lecture focussed especially on the implications of the conflict for the global energy situation. The former foreign secretary analysed major developments in this context and shared his perspectives as a practitioner of economic and energy diplomacy. The major issues that emerged during his presentation included the following: impact of sanctions imposed on Russia; how the crisis has glaringly revealed the vulnerabilities of Europe’s energy imports from Russia; how the energy policies of nation states are being increasingly impacted not only by the calculus of demand, supply and prices, but also by other vital factors such as financial and technology flows, supply chains, logistics, insurance; how energy security imperatives are shaping international relations and foreign policy; ‘weaponisation of energy’, among others. The critical issues of renewable sources of energy and climate change also figured. Finally, Ambassador Mehra also discussed, inter alia, ramifications of the conflict for India’s energy security policies.

Questions came up about the nuanced position of India regarding the conflict as both countries have been friendly countries. The speaker highlighted the fact that with Russia India has had long military-strategic relations and with Ukraine also India has had trade-related and also cultural relationship. India has followed a policy of neutrality though has supported the demand that the war should end and solution be within the UN framework. About the need to look for renewable sources of energy, much felt by the European countries as they decide to cut off Russian supply of natural gas and crude oil, Mr Arora said it was true for a developing economy like India also in the long run. Such an energy shall be clean energy that would be helpful to save the world from greenhouse effect.

Professor Deepak Kapoor of UBS chaired the lecture. The faculty and students of the UBS and the Department of Political Science attended it. Professor Sanjay Kaushik, the Chairman of UBS welcomed the guest who is an alumnus of the same school. Professor Ashutosh Kumar introduced the theme.

Punjab Information & Public Relations, Housing & Urban Development, New & Renewable Energy Sources and Printing & Stationery Minister Mr Aman Arora today inspected the construction works of the modern vending zone during his second visit in a week. The vending zone is being developed at the location of old vegetable market in Sunam city.

Notably, Cabinet Minister Aman Arora had conducted a surprise inspection of the modern vending zone being constructed at a cost of Rs. 1 crore and found that the concerned contractor was using sub-standard bricks in sewage manhole chambers. Mr Aman Arora pulled up the officials and contractor for the lapse and directed to replace the material immediately. After the directions of the Cabinet Minister all the substandard material was replaced by the contractor the very next day.

He also directed the officials and contractors to complete the construction work of the modern vending zone before March 31 so that the economically weak people of Rehdi Fahdi could take advantage of this dedicated market space and earn livelihood.

The cabinet minister said that the Punjab government will not tolerate any form of corruption and those who misuse the funds by any means will be dealt strictly. He said that if any official, employee or contractor found misusing government funds, strict action will be initiated against him.

He expressed satisfaction over the materials being used in the ongoing construction works, while instructing the contractor and officials that the malpractice of looting adopted by the previous governments will not be tolerated at all by the Aam Aadmi Party government under the leadership of Chief Minister Punjab Bhagwant Mann. He said that government funds should be used in a transparent manner which should also reflect in the projects.

NO WATER CHARGES WILL BE LEVIED ON AGRICULTURE AND DOMESTIC DRINKING WATER SUPPLY

Chandigarh, January 29:

In order to regulate the Groundwater of the State of Punjab, the Punjab Water Regulation and Development Agency has notified “Punjab Groundwater Extraction and Conservation Directions, 2023” on 27 January 2023.

Principal Secretary Water Resources Krishan Kumar clarified that the Authority has exempted extraction of groundwater for Agriculture and for Drinking & Domestic usage and User extracting up to 300 cubic meters of water per month. The directions do not cover groundwater use for agriculture, drinking and domestic purposes.

Similarly New directions also exempt government water supply schemes, military and central paramilitary establishments, urban local bodies, panchayati raj institutions, cantonment boards, improvement trusts, area development authorities and places of worship.

Under these directions permission of the Authority will be mandatory for extracting groundwater by every Commercial and Industrial User in Punjab.

Education Department Chandigarh presented a cultural Bonanza on the eve of 74th Republic Day with great patriotic zeal and fervour on the eve of Republic Day i.e. 25th January 2023.

The Adviser to the Administrator Sh. Dharam pal graced the event as the chief guest. Education Secretary Ms. Purva Garg, Director School Education Sh. Harsuhinderpal Singh Brar and other officials from the Education Department also registered their presence. WeExcel a software company donated 100 tablets to government schools under their CSR activity to equip students with self paced learning.

The theme of the function was ‘Promotion of traditional games and indigenous toys’. On one hand students showcased the cultural richness of the country, On the other hand they showcased the milestones our country has achieved so far. In this program, Punjab Social Security, Women and Child Development Minister Dr. Baljit Kaur, wife of Chief Minister Bhagwant Mann Dr. Gurpreet Kaur and MLA Sangrur Narinder Kaur Bharaj felicitated newborn and other girls who excelled in the field of education and sports. Speaking on this occasion, Cabinet Minister Dr. Baljit Kaur said that the daughters of Punjab were emerging as leaders in every field and the state government under the leadership of Chief Minister Bhagwant Mann was standing firm to protect the rights of women.

Cabinet Minister Dr. Baljit Kaur said that as per the vision of Chief Minister Bhagwant Mann, concrete efforts were being made to boost the morale of the daughters of Punjab in every field and these efforts have been started by celebrating ‘Dhiyan di Lohri’. She said that due to the negligence of the previous governments, the sex ratio rate in the state was very low and efforts were being made seriously to raise it. She said that the society does not celebrate the birth of female children and to change this malpractice, Punjab government has decided to celebrate ‘Dhiyan di Lohri’. She said that since centuries, women have made their unique contribution in the progress of the society and have proved their mettle in every field.

Dr. Baljit Kaur said that it was a matter of great concern for a state with a glorious history that tragic incidents like feticide took place here and the Punjab government has now taken the noble initiative to celebrate ‘Dhiyan di Lohri’ week. She said that now onwards, not only the birth of daughters but every stage of life would be celebrated by the state government.

On this occasion, MLA from Sangrur Narinder Kaur Bharaj congratulate Chief Minister Bhagwant Mann for taking such a big initiative for daughters and said that if the girls get an open and constructive environment at home, then they can hone their skills in every field.

Mayor flags off compactors to strengthen the solid waste management in city

Chandigarh, January 20:-

Keeping in view to strengthen the Solid Waste Management in city, Sh. Anup Gupta, Mayor, Chandigarh and Ms. Anindita Mitra, IAS, Commissioner, MCC, today flagged off the 4 compactors worth Rs. 1.70 crores.

While briefing about the compactors, the Mayor said that these have been purchased under the dedicated funds for procurement of machinery and equipments and each compactor has 8 cum capacities.

The Mayor said that the compactors would be distributed in the areas corresponding to health supervisors and chief sanitary inspectors of the sanitation wing, MCC. By deploying these compactors, sanitation status of the city will be improved and smooth transportation of waste from the city to the dumping site. These would be used for lifting garbage from the areas including sector 18, 19, 20, 21, 27, 28 and industrial area Phase-I.

Lohri Celebrated at BVC

Technology Ki Pathshaala at Integrated Command and Control Centre (ICCC)

Chandigarh, January 11, 2023::

“Technology ki Pathshaala” is an initiative of Smart City Chandigarh in collaboration with Department of School Education to energize the young innovative minds with the technology being used in their own city at Integrated Command & Control Centre (ICCC), Sector 17, Chandigarh.

The visits to ICCC are being organized to raise awareness about the functioning of the project among Government School children from Class 9th to 12th. A group of 20-25 students along with their teachers from Government Model Sr. Sec. School, Sector 23A visited Integrated Command and Control Centre (ICCC) today and a demonstration was given on the video wall with a long term goal of bringing a sustainable change in their behavior.

This state of the art command center is integrated with major citizen services including E-governance, Solid Waste Door to Door Garbage Collection, Public Bike Sharing, Street lights, Chandigarh Transport Undertaking etc.

The students were shown how ICCC has been helping in providing the safety and security to the citizens. Additionally, it was shown how the cameras outside schools work, how the Command Center ensures students safety and what are the real advantages of placing more than 2500 cameras across 300 different locations across the city.

The purpose behind the activity is to create awareness among the younger generation, as it is important to educate them with their roles and responsibilities towards their city and there is potential for behavior change that can affect their peer groups, families, and overall society. Students had a very interactive and enjoyable session where they all participated actively.

Governor inaugurates horticulture waste processing plant at Chandigarh

Chandigarh, January 10:-

Sh. Banwarilal Purohit, the Governor, Punjab and Administrator, Chandigarh inaugurated the horticulture waste processing plant at industrial area, Ph-II, here today in the presence of Mrs. Kirron Kher, Member Parliament, Smt. Sarbjit Kaur, Mayor, Sh. Dharm Pal, IAS, Adviser to the Administrator, Chandigarh and other prominent persons of city beautiful.

While addressing the gathering, the Governor said that the goal of Chandigarh is to ensure that the city will be a garbage free city and due to the dedicated efforts of Municipal Corporation the city has risen from 66^th rank in the Swachhata Sarvekshan of 2020 to 12^th rank in 2021 among 1 lacs plus cities.

He said that the generation of horticulture waste is increasing day by day in the city and to avoid dumping of green waste due to pruning of trees, the horticulture waste processing plant is a asset to the city beautiful.

He said that earlier, horticulture waste being generated was dumped in landfills, after the commissioning of horticulture waste processing plant, all the waste will be processed in scientific manner to produce combustible products and dumping in landfill sites will be avoided. He said that the recycled products, made will generate income as the same may be sold to various industrial units. The products may also be used for cremation purposes thus saving the fuel wood being purchased for the purpose, he added.

Smt. Kirron Kher, Member Parliament, Chandigarh said that the Administration is committed to 100 percent waste processing in the city. He said that as far as liquid waste is concerned, all sewerage treatment plants are being upgraded and while 2 are already meeting norms, the remaining 6 will be upgraded shortly. She said that 100 percent dry waste processing has already been started recently and 100 percent sanitary waste and domestic hazardous waste processing has already started.

Smt. Sarbjit Kaur, Mayor, Chandigarh welcomed the Chief Guest and other guests on this occasion. She said that horticulture waste processing plant having capacity of 30-40 ton a day will process raw horticulture waste into briquettes. She said that total project cost comes @ Rs. 3.50 crores including cost of O&M for one year.

Sh. Dharam Pal, IAS, Adviser to the Administrator, Chandigarh said that processing of floral waste has also been started separately. He said that an integrated plant for solid waste management which shall cater to the needs of the city for the next 25 years has been planed and premier technical institutes like NEERI and IIT Ropar are assisting the Municipal Corporation in this task.

Others present during the occasion were including Mrs. Rakhi Gupta Bhandari, IAS, Secretary to Governor of Punjab, Sh. IN A FIRST MARKFED TO SUPPLY QUALITY AND HYGIENIC RATION TO ANGANWARIS ACROSS THE STATE

Chandigarh, January 10-

Taking a path breaking initiative towards providing quality, nutritious and hygienic food to around 11 lakh beneficiaries in Anganwari centres, the state government today inked a strategic tie up between Social Security, Women and Child development department and Markfed to supply dry ration.

As per this agreement, the Markfed will supply the dry ration in form of besan, wheat flour and other commodities to the department of Social Welfare, Women and Child development to prepare nutritious food to the beneficiaries in Anganwari centres and other places.

Congratulating both the departments, the Chief Minister said that this historic initiative is aimed at ensuring hygienic and quality food to the children in Anganwaris centre along with the food given to the pregnant women, lactating mothers and others. Bhagwant Mann said that he had been a votary of providing quality food to the students during Mid Day Meal and Anganwaris, for which this step has been taken. He said that the state government is committed to the holistic development of the children in the state.

The Chief Minister said that this unprecedented tie up between Marked and the department will ensure smooth, hassle free and time bound supply of ration to the Anganwaris. He said that besides ensuring the welfare of the women and children, the agreement will also help in further expansion of Markfed- the premier cooperative of the state thereby strengthening the cooperative movement in Punjab. Bhagwant Mann said that earlier a number of complaints used to pour in regarding the poor quality of the ration being supplied in these centres. “However this tie up will ensure that the best quality of ration is supplied through the Markfed thereby ensuring holistic growth of children and women”, he added.

In order to equip all the state government buildings with Solar Photovoltaic (PV) panels, Punjab New and Renewable Energy Sources Minister Mr. Aman Arora directed Heads of all the departments to expedite the process to issue NOC so that panels can be installed at the rooftop of the office buildings at the earliest.

Chairing a Video Conference (VC) meeting with the HoDs to review the status of the project at PEDA Bhawan here, Mr Aman Arora asked the concerned to appoint a senior officer of their departments as a Nodal Officer to coordinate with Punjab Energy Development Agency (PEDA) to further smoothen the process of solarising the building of the departments.

The Cabinet Minister said Punjab Government is fully committed to strengthen the clean energy infrastructure for ensuring clean environment to people of the state. This environment friendly move will go a long way to decarbonise the power sector as Solar PV has become the most preferred source of renewable power, due to the various benefits that it offers.

Addressing the VC, Mr. Aman Arora said that this ambitious project will be executed under Renewable Energy Services Company (RESCO) Mode and PEDA has already installed solar PV of a total capacity of 88MW on the rooftops of various government buildings and these have been successfully generating clean and green energy. This project will reduce the financial burden of the electricity bills of respective departments by approx. 40% to 50% thus becoming more efficient. The amount saved from electricity bills would be spent on public welfare, he added.

Formal Launch of IMAGE Programme at PU
IMAGE (I’M Advocating for Gender Equality) Programme- an Advocacy Programme for Young Men and Boys for Gender Equality was formally launched here today by Mr.Patrick Hebert- Consul General at the Consulate General of Canada in Chandigarh.

The pogramme is being organized by the Dept-cum-Centre for Women’s Studies and Development, Panjab University, Chandigarh in collaboration with the Consulate General of Canada in Chandigarh. The Programme, said Prof.Manvinder Kaur, Chairperson of the Department, was conceived with a vision- a vision of a transformed world where gender equality is the norm, not an exception.

Gender equality cannot wait; any delay now would take us back by centuries which is unacceptable. While women need to take the lead, involving men and boys in advocating for gender equality is a crucial strategy. This requires transforming notions of masculinity, notions of privilege and entitlements. With these objectives the Department would be organizing various programmes over the next two months.

Formally launching the programme, Mr.Patrick Hebert, Consul General stated unequivocally that he considers himself a feminist and personally feels that men can do a lot to promote gender equality. Through this programme, he hopes to help create a strong visible force for gender equality. The experience with the Covid 19 Pandemic reveals the fragility of our efforts for gender equality and the need to take up the cause on a war footing. He highlighted some of the efforts being made by the Consulate General of Canada in Chandigarh for the cause such as a programme for sustainable menstruation, a Gender Pledge adopted by the Consulate as well as creation of Gender Champions.

In her Special Address on the occasion, Ms.Madhvi Kataria, Director, Social Security and Women and Child Development, Punjab emphasized upon the need to unlearn the gender norms which we have internalized over the years and relearn gender equality. She further referred to the invisibility of privileges and the need to take cognizance of entitlements. At the same time she stated males also suffer from gender norms.

They are better human beings when we don’t burden them with a set of expectations. She emphasized upon the need to have conversations about this. Gender equality is now an agenda which is unstoppable, and both men and women need to walk shoulder to shoulder in achieving this. She concluded with Kaifi Azmi’s poem Aurat in which he eloquently states, “Uth meri jaan mere saath hi chalna hai tujhe..” which beautifully illustrates this partnership in achieving gender equality.

In her Presidential remarks, Prof.Pam Rajput, Professor Emeritus, Dept-cum-Centre for Women’s Studies and Development, formerly, chairperson of theGovt. Of India High Level Committee on Status of women in India referred to various efforts at the internation level for promotion of gender equality. But where are we today, she questioned.

We have promises, declarations, conventions. She also referred to a slogan given by UN Women at a programme in 2015- 50-50 by 2030. She stated I too am hopeful that this shall come about and I would believe that it has become reality, if everyday I did not read about the inhumanity committed against women in the news.

Somewhere deep in my heart, I think- shall I live to see equality? But then she expressed the hope that the younger generation would bring this to fruition. She concluded by suggesting that this programme should be made into a centre of concentric circles for promoting gender equality with each person attempting to transform at least five others and so on moving outwards.

The participants then moved a resolution of solidarity with the sisters in Afghanistan and Iran who are being denied basic rights even the right to access education.
Thanking the dignitaries and the participants, Dr. Ameer Sultana stated that this programme was a programme of solidarity which would carry forward the agenda of gender equality cutting across all genders.

The launch ended with a silent march across the campus by the participants, including the Consul General, carrying placards and posters declaring gender equality and solidarity in the movement.

Skill Development Programme on Enhancing Employment Skills-PR day-1

University Institute of Applied Management Sciences (UIAMS), Panjab University, Chandigarh organised One Week Skill Development Programme on Enhancing Employability Skills started from January 2, 2023 in which 40 students participated. The key objective of this course was to impart detailed knowledge on Mutual Fund and Excel and improvisation of Presentation Skills so as to equip participants for the placements. Various lectures were delivered by experienced bankers and soft skill trainers.

The key resource person Mr Sukhjeev Singh Bajaj and Mr Manoj Sehgal, ex bankers imparted insightful knowledge to the participants along the direction of the skill objectives. Mr. Bajaj tested the knowledge of the audience and brushed along the basics of the course objectives as well as the various schemes available by the government. Tax free schemes, tax deferral schemes, types of financial institutions, pension schemes and many more topics were discussed in detail.

Mr. Sehgal then spoke about the skillset and knowledge required by financial organisations and suggested ways to achieve the required skills and knowledge to not only secure employment, but also ensure commendable performance in future. Later on, he also conducted Mock interview sessions.

Ms. Amanjot, founder director of IFM shared detailed experience of the mutual funds industry. The presentation skills and MS Excel sessions were taken by Ms. Jyoti Chib.

Dr. Monika Aggarwal, Director UIAMS shared that the students attended the training programme enthusiastically and their queries and concerns were well addressed in the following Q&A session. The programme was coordinated by Dr. Amandeep Marwaha, TPO, UIAMS. Dr. Marwaha shared that the programme was highly appreciated by the participants.

Complete transparency to be adopted in empanelment process, Cheema assures the bankers

Holds meeting with representatives of Banks to seek suggestions on new empanelment criteria

Chandigarh, January 05

Seeking suggestion from the banks and small finance institutions for drafting new empanelment policy, the Punjab Finance Minister Advocate Harpal Singh Cheema on Thursday assured them that the Punjab Government would adopt a complete transparent process during the empanelment of banks to ensure the safety of funds of government entities besides fostering competition among banks.

Chairing a meeting of representatives from almost all the scheduled commercial banks and small finance institutions doing business in the state, the Finance Minister Harpal Singh Cheema said that representatives of various banks have already given representations for empanelment to his office over the last few months and the Finance department has been assessing those. “This meeting has been called to seek suggestions from you all to finalise a criterion for empanelment”, said Cheema while adding that bank’s performance on welfare schemes would be watched thoroughly while considering it for Government Business.

Stressing on the need to promote the banks contributing for the welfare of the society, the Finance Minister appealed the banks to extend credit to the bottom of pyramid, businesses that need it and work with Government in a synergetic manner. He said Punjab identifies itself as a welfare state, and banks functioning in the State should positively contribute towards welfare schemes in a significant way.

Emphasising on their need to boost cooperation from banks with the Finance Department, the Finance Minister said that the banks that would eventually get empanelled would use e-DMS portal by Punjab government for accepting deposits. “We have already asked departments to use the portal, but wherever banks witness that it is not being followed, I expect them to urge the concerned Departments to follow it”, said Cheema.

Stating that the state government would not tolerate any unfair lending or recovery practice, the Finance Minister said that it has been brought to his notice that certain banks are resorting to unfair lending practices. “From charging exorbitantly high interest rate from Government Agencies to adopting coercive practices for recovery from citizens, their conduct is questionable. This will not be tolerated at any cost”, said Cheema. He further added that the Finance department would initiate serious actions, including reaching out to RBI if any instance of such conduct comes to the notice of the Department.

Principal Secretary Finance Ajoy Kumar Sinha and Secretary Finance cum Director Institutional Finance and Banking Garima Singh were also present in the meeting.

Punjab Govt implements Handicapped Allowance of Rs.1,000/- per month to disabled officers and employees

Chandigarh, January 3:

To make elderly, widows and destitute women, dependent children and disabled persons self-reliant and uplift their social and economic status, Punjab Government has disbursed pension of Rs 4025.28 crores to as many as 30.73 lakh beneficiaries in year 2022.

Social Security, women and Child development Minister Dr. Baljit Kaur said that pension payments were made via Public Financial Management System (PFMS), which was implemented in Punjab state to bring transparency in payment of pensions and ensure pension disbursal promptly. Apart from 30.73 lakh beneficiaries getting pension via PFMS, over 1.88 lakh new pension cases have been sanctioned till November 2022 under pension schemes.

Notably, beneficiaries under old age pension and other financial assistance schemes are being given a pension of Rs 1500 per month.In a recent survey conducted by the Punjab Government via Anganwadi workers, as many as 90,248 beneficiaries were found dead. Out of the 90,248 beneficiaries the Social Security department has also recovered amount of Rs 15 crores from the heirs of 55,082 beneficiaries.

To provide benefits of all the schemes and services of the Punjab Government to the divyang persons of the state, over 2.97 lakh divyang persons have been issued Unique Disability Identity Cards, using which beneficiaries can avail all the facilities using one card. The database of UDID cards is being prepared at the national level and according to the daily report shared by the Government of India, the Punjab state has secured 11th rank in country.

Poshan Abhiyaan is being implemented in all the districts of Punjab state with an objective to prevent malnutrition, anemia and low birth weight among new borns. Community based events like Suposhan Godd Bhrai, Ananprashan Diwas and Weight Festival are being orgasnied on 14th and 28th of every month to sensitize beneficiaries about nutrition and health. Around 11,12,814 beneficiaries have been registered on potion tracker. Punjab state has bagged 6th and 7th position in Poshan Pakhwara and Poshan Mah respectively.

Cabinet Minister Dr. Baljit Kaur said that the objective of the free bus travel facility scheme for women by the Punjab government was to create a sense of self-confidence and security among women and to empower them by giving them more freedom to travel alone. Pertinently, all the women of Punjab are being given the benefit of free bus travel in state owned buses including Punjab Roadways Transport Corporation, Punjab Roadways Buses (Punbus) across the state. As of now, Rs 310 crores has been transferred to the transport department.

Punjab Government has been implemented handicapped Allowance of Rs.1,000/- per month to all disabled officers and employees with effect from 01-01-2023 .
